Panama Archbishop Travel to U.S. Migration Conference Prevented
The U.S. Consulate recently turned down Panamanian Archbishop Jose Domingo Ulloa’s visa request to travel to the United States for a conference on migration.
Ulloa was scheduled to represent the Council of Bishops’ Conferences of Latin America and the Caribbean at the Regional Bishops Consultation held last week in Washington.
The bishops who were able to leave their countries discussed current conditions impacting migration in sending and receiving countries; the treatment of immigrants living in or in transit through their countries; the impact on communities left behind; the implications of these realities on the Church’s pastoral care, advocacy and public policy, and service responses; coordination of efforts at the regional level; and the search for successful models.
According to Ulloa, the rejection was due to a technical problem with the U.S. Embassy’s computer system. The archbishop said that this is one of those cases in which technology ignores man, La Critica reports. The U.S. Embassy confirmed the technical glitch, stating that it would be pleased to expedite a visa for any of the archbishop Ulloa’s future trips.
He also acknowledged that he is neither the first, nor will he be the last to be turned down for a U.S. visa.
