Thirty-two heads of state met at the summit to discuss the creation of a regional bloc. Martinelli also had bilateral meetings with presidents Raul Castro of Cuba, Hugo Chavez of Venezuela, Rafael Correa of Ecuador, Daniel Ortega of Nicaragua, and Oscar Arias and Laura Chinchilla of Costa Rica to discuss regional issues.
